Jefferson Health System Plans to Leave Horizon’s Networks
Jefferson Health has told Horizon that its hospitals, facilities and doctor groups will leave our networks on March 1, 2027*, unless we agree to pay substantially higher prices for care. We do not believe those terms are in the best interest of our members and customers.
Horizon will continue working toward a fair and reasonable agreement before March 1, 2027. In the meantime, members can continue using their current benefits and participating Jefferson Health providers.
We will share updates as negotiations progress. Review the information below to learn more about what’s happening and the steps you may need to take.

Here Are the Facts:
Jefferson Health's demands would cost Horizon members over $185 million more in higher healthcare costs over the next three years.
Jefferson Health doctor groups (e.g., primary care and specialty physician practices) are included in Jefferson Health’s termination.
Members can continue to receive in-network care at Jefferson Health until March 1, 2027. Their benefits, premiums and coverage are not changing.

Protecting New Jerseyans from Higher Costs
Jefferson Health’s New Jersey practices and hospitals reported a nearly 10% profit margin in 2025, but their Pennsylvania hospitals, practices and health plan reported losing hundreds of millions of dollars. New Jerseyans shouldn’t pay higher healthcare prices to make up for Jefferson Health’s losses in Pennsylvania.
Our goal is to reach a fair agreement that protects members' access to care while helping keep coverage affordable.
What This Change Means to You
Your current premiums, benefits and coverage are not changing because of this situation. You can continue to receive in-network care from Jefferson Health hospitals and doctors until March 1, 2027.
If we’re unable to reach a reasonable agreement, Jefferson Health will move their hospitals out of our networks on March 1, 2027. However, in a true medical emergency, you should go to the nearest hospital without worrying about network affiliation.
Our Commitment
All of us in healthcare have a responsibility and a role to play in controlling costs, and we are doing our part.
Horizon is committed to ensuring members have access to high-quality care at an affordable cost. We do not believe members and employers should pay significantly more for services at Jefferson Health when similar care is available from other hospitals and physicians in the region.
