Why Health Insurance is Important
Enhanced premium tax credits (subsidies) are currently slated to expire at the end of 2025.
Although it is possible that Congress may extend the subsidies, as they have in the past, if they do not and you buy insurance through the Get Covered NJ website and currently get a subsidy, you are likely to get less financial help from the government, starting January 1.
The federal government is poised to make changes to health insurance that will raise costs and jeopardize coverage for millions of Americans.

How much are monthly premiums expected to increase in 2026?
Monthly premiums for Affordable Care Act (ACA) marketplace plans are expected to rise across the United States in 2026. Out-of-pocket premiums may go up by an average of more than 75%. This is partly because temporary extra tax credits (subsidies) are set to expire, which could mean fewer people staying enrolled and higher costs for those who remain.
Are all subsidies going away?
At this time, we are not sure what will happen to the subsidies; however, we are confident that subsidies are not disappearing completely. Starting in 2026, they may go back to pre-2021 levels, unless Congress acts to extend them, which means many people will get less help paying for their coverage.
Why is the cost for coverage increasing so much?
Premiums are going up for a few reasons, including:
The cost of medical care and prescription drugs keeps rising.
Inflation makes everything more expensive, including health care. Medical care costs rose 4.2% in August 2025 alone, according to the Consumer Price Index, and is now at the highest level in three years.
The subsidies that have lowered costs for the past few years are ending on December 31, 2025, unless Congress acts to extend them.

How will this affect me?
If you are currently enrolled in a Horizon plan through Get Covered NJ and get a subsidy, you may see these changes:
Your 2026 monthly costs may be higher when you renew.
You might still get some financial help, but likely less than before.
Some people may no longer qualify for subsidies at all.

Why are the subsidies expiring so important?
Without enhanced subsidies, over 21 million Americans will face higher premiums, making it harder to afford the coverage they need to live healthier lives. It is estimated that up to 5 million Americans will lose coverage, including one in four enrollees with chronic health conditions.
Does this impact all insurers?
Yes. All insurance companies selling plans through Get Covered NJ must follow the same federal rules. The changes to subsidies affect every plan offered in New Jersey.
What is Horizon doing to help lower health care costs?
We have several programs designed to keep health care costs under control. These include:
Working with doctors and hospitals to set fair reimbursement rates
Partnering with doctors and hospitals to encourage a shift from "sick care" to "health care" by providing preventive services, wellness coaching and improved care for chronic conditions
Guiding members to lower-cost, in-network care
Promoting generic medicines that are just as effective as brand names but far less expensive
These steps make a real difference, but we can’t solve the problem alone. Insurers, doctors and drug companies all need to work together to protect families from rising costs and make health care more affordable for everyone.
